Why are there so many super mutants in Fallout 3?
These super mutants were created in the Evolutionary Experimentation Program, an experiment assigned to Vault 87. This modified strain of FEV was used to create these mutants and resulted in a new strain of super mutant which, in addition to becoming sterile, grow larger and stronger as they age.

If you have 400 rads (by default) or more for an extended period of time, you will eventually become a ghoul. The more rads above 400 you have, the quicker the process of Ghoulification will be. Anytime your rads go below 400, the Ghoulification will reset.

In my game the answer is no, they cannot. The RAW says that super mutants can wear Raider Armor, nothing about power armor and when in doubt I always go with the theory of permissive rules – they tell you what you can do, not the hundreds of things you can’t. Power armor frames weren’t designed for super mutants.
Can you join the enclave in Fallout?
You cannot join the Enclave or side with them, it would have been more interesting if you could but you are forced to side with the BoS. Yeah, there is even a moment where Eden pretends you’d have a place in the Enclave but it’s just a trick. Joining the brotherhood is the only ending to the game and cannot be changed.
